With the anime look and all, I thought this was gonna be some mashup of Captain Marvel and the "magical girl" genre.

It looks a bit more like classic cartoonist/hybrid to me. Like a very loose, very inky tex avery!
Ofcourse, with the current trend being anime...anything big eyed, fluid, & nonrestrictive could look as such i guess!

Have you seen She-Zow? More cross dressing than outright gender switch, but the boy who gains the transformation ring has to adopt all his predecessors female accountrements and powers.
The old anime "Moldiver" likewise has a supersuit which transforms the wearer into a superhero, the male designer was intending to become a male hero, but his sister meddled with the program and he found his alter ego was now female.. sometimes. There then follows stories where both siblings use the suit, but it randomly decides for itself which appearance they'll take, male or female.

Kampfer isn't a superhero show. It pretends to be a magical girl anime for awhile, before devolving into mindless fanservice. >.> Its one of the most disappointing anime I've ever watched.
