The background is looking good, but I feel that it destracts too much from the main focus of the picture. Maybe try using more desaturated colors for the background so the old man and his desk pop out more?

Hmmm... good idea! I have learned a lot, trying to make complicated picture like this one.
First of all- "If you can use layers, USE them"
Second- "make your own colour scheme and save plenty of colours free for future details"

Updating the picture became very complicated...
I'm going to rest a bit and cut the picture into layers more carefully.
After that i'll try to find untouched colours in 8bit palette, so that i don't mess up my existing foreground.

Yeah layers are very vital to working with sprites. Also one trick I use sometimes is block in the main color of everything, then on a separate layer decide how the shading will go by using crazy colors like orange, green, and purple. Once you get a shape that you like, fill in each "mapping" color with the actual one.
Btw what program are you using? I know a trick or 2 in photoshop I could share with you.

Yep, i have tried that, that's how i got that blue tint on the edges. Looked weird at first, but blended in okay.

I'm using graphicsgale to draw. I have problem in photoshop and mspaint- the pencil tool has weird offset and sometimes places pixel in the wrong cell. It's frustrating, so i bought special program.
