I actually find Kingdra's design to be appealing, although you are right in the fact that Seadra looks-wise did not need an evolution. Stats-wise he did, though.

Sadly it's another PokΓ©mon I hate - Seadra is too cool to evolve, its physique is already perfect for a scary seahorse but they had to evolve it into a decrepit piece of seaweed..

I do agree, Seadra is indeed extremely cool, but something about the dragon-esque Kingdra really appeals to me.

An extra type does not make it good. Although they should have made Seadra a Dragon type..
Kingdra just looks too mangled and ropey to me. And it looks like it has a tongue sticking out all of the time (the white fins)
