My take on an obscure Wonder Woman (yes this is a Wonder Woman rogue) villain, Blue Snowman.

Utilizing a scientific breakthrough, Byrna Brilynet had found a way to control and program water into whatever she desired. Seeing this discovery as a brilliant way to help fix water shortages. Investors and other scientists however, found her work a joke and could lead to potential health problems if people consumed this 'blue snow formula'. Byrna took this as an insult to her hard work and possible scientific breakthrough. Thus she vowed to show that the blue snow was digestible and safe for human and animal consumption. However, no one wanted to volunteer, fearing that once the water enters their body, they would be under the complete control of whomever held the controls. Further outraged by this, Byrna decided to show the everyone what her 'blue snow' could really do. Modifying the means to control the snow, Byrna made it possible to control the blue snow in both its solid and liquid state. Allowing her to mold and shape it into a monstrous snow man that could release a breath of blue snow vapor that would coat anything in a sheet of ice. The snowman went on a rampage, searching for the people that mocked and rejected Byrna's creation. Upon finding the scientists and investors, the snowman was stopped and confronted by Wonder Woman. The two raged in a battle that would have gone on for hours had it not been for a very hot summer day. Once evaporated, Wonder Woman searched for Byrna. Only to find a dummy made of blue snow. Since then, everyone has feared her return with another Blue Snowman. Only larger and able to withstand a very hot summer day.
