The skirts are the same style, ultimately same colors (slight color change, and moved around on the body), same body type, both have curly hair, dress and nose are in the same perspective. They also happen to be within pixels of the same size. The skin shades also happen to be near-exact same shades.
The pupils are placed at the same place in the eyes, eyes in same place on the head, eyes same distance apart, eyes same perspective, looking at the same place to the viewer, the neck happens to be a PERFECT fit, the arc at the top of the tie matches the same arc at the neck of her shirt, the bone at the neck is done near-exactly the same (different slant). The slant on the left side of the head also matches exactly.
And it also just so happens that no other female pokemon trainers, out of a couple thousand fan designs done, have such similar features unless they were copied.
The dress, torso, and head are very obviously (at MINIMUM) heavily referenced. The legs, arms, and whatever you call the area that looks cut/pasted over the top of her head with a headband added to it are in no way copied. However, it's very much so that they're, like I said, an "awful lot alike". I wasn't going to bring up the fact that it was very obviously stolen work unless something like this were to pop up, which it has.

You are being paranoid. I don't see how anything is "obviously" anything. If you're going to talk about heavily referenced you might as well let me rip your entire game as well as every other fan game for being references for one another followed by being references of the official games.
If this had any slight similarities to your character, then all it has done is used a reference, of another hundred references. They look nothing alike and that's it. The only similarity is the blue on white. If you're going to get out ruler and start measuring pixels then you've really lost it.

You'd know all about art theft now wouldn't you. Pokemon fangames are made to reference pokemon games, otherwise they wouldnt be fangames now would they? And the common goal of fakemon artists is to seem original. There are so many similarities on this, its insane. I DARE you to find a single design that is as similar to my design as this one. You can't. Not in official trainers, not in fanmade trainers, not even in other genres. And it just so happens that the girl that looks so similar to mine also happens to be in the same genre? NOT coincidence. And it just so happens that last week was the first time he saw Eclipse? Just so happens that within the same week that he joins the Eclipse team, he makes a female trainer with heavy similarities to the female trainer? Coincidence. Right...

They're really not as alike as you think. If they were inspired by Azria's art, Azzy should be happy. Cool your jets a bit, I'm not attacking you, I'm a bystander saying that they're really not alike. The only reason I seen this was because some others were stating exactly what I'm saying. My own business? You're the one set on finding false parallels in two other people's drawings. If you didn't want it to be a public discussion, you wouldn't have posted what you said publically. If you really have a concern about the similarities, and didn't want to let this escalate into a bigger deal than it ever should be you would have sent this artist a note.
It becomes everyone's business when you post it publically on the internet kid. You only have yourself to blame that someone has actually stuck up for this artist. I don't appreciate bullying, and take a moment to realise that this is exactly what you're doing.
