Tennis is a modern city within the abnormal world of the Construct Lands. One issue with it though is that it has very strict rules on "Normality." What that means is that anything deemed "Abnormal" in the city, could not live nor exist within it, including individuals. (Considering how volatile the CL can be, this is somewhat justifiable. Weird and potentially dangerous people can literally just "appear/manifest.") A "normal" city in the "abnormal" world of the Construct Lands. A sliver of "Reality" in a world of fantasy. Tennis THRIVES on keeping this image.
This is where Jomaya comes in. Jomaya is a capra, not a human. She was practically smuggled into the city as a baby because she was found abandoned by a human family within the city and just raised her in secret. By the time the city took notice of her and her rising celebrity popularity, they just kind of shrugged and allowed her to remain in the city. She already grew up and was technically a citizen. This didn't stop them from keeping their eyes on her, however, with the reminder to keep the image of a "realistic city."
This is where Rook and Spike come in. Upon entering the city, Rook and Spike were immediately arrested due to being "anomalous individuals." They were allowed to be in the city, but under one condition. They had to do jobs assigned to them by the city itself and be under intense watch. Any minor law breaks could have them be arrested. Both Rook and Spike found this way too excessive, but they did it anyways, purely because Rook was detecting something fishy about how they treated "anomalous individuals." These jobs they were assigned was actually how they met Jomaya, as they were both tasked to be interns for her for one of her next shows. This is how Jomaya met Rook and Spike.
This is where things begin to fall apart. Rook did some sleuthing and discovered files regarding himself, Spike, and other "anomalous individuals," including Jomaya. Upon reading it, he discovered it labeled as "Imminent Eviction" meaning that some time in the future, the city planned to evict Jomaya from the city, regardless.
Because of their sleuthing, Rook and Spike were ordered to be arrested, but this is where the unfairness comes into play. Even JOMAYA was ordered to be evicted immediately because she was "working with them," despite her even knowing the two was caused by the city itself after signing Rook and Spike up to WORK for her. In the wise words of Spike, it was "complete bullshit" that she was roped into it and being punished for being around them. Rook and Spike were ordered to be arrested, and Jomaya was ordered to be evicted, or be arrested with them if she denied.
All 3 managed to escape the authorities and be "on the run" within the city, until finally, they took their leave, with Jomaya having no choice to go with them, robbing her of her celebrity fame and citizenship of the city, that was rigged to be removed from the start.
The scary part is, Jomaya was always planned to be evicted by the city, eventually. Rook and Spike just made it happen faster.
